COUNCIL PROCEEDINGS

              The Badger City Council met in Special Session on June 21, 2010 at the Badger City Clerks Office.  Mayor Christopher Wendell called the meeting to order at 6:30 p.m. with council members Melissa Johnson, Jim Tjaden, Linda Rodenberg, Teresa Larson and Janelle Wagner. present.  Joe Martin representing Martin Pest Control and Matt Welter representing Mosquito Control of Iowa were present.

              Motion by Wagner second by Rodenberg to approve the agenda.  All ayes.  Motion carried.

              The purpose of the special meeting was to decide on a Mosquito Control Contract.  No mosquito control has been done yet this year.   

              Joe Martin with Martin Pest Control has had a contract with the city for the past five years, increasing this years fogging and ground treatment by $15.00 per treatment.  Each fogging treatment will be $170.00 per treatment approximately every two weeks through a killing frost and each ground treatment will be $160.00 per treatment and once per month or as needed through a killing frost.  A 24 hour notice of application will be posted. The contract will be for three years and a surcharge will be added if fuel prices rise above $3.25 per gallon.

              Matt Welter with Mosquito Control of Iowa stated they have been is business for over 30 years and 99% renewal of contracts.  They apply by ground and air.  Larviciding is used to kill or stop the growth of young mosquitoes in water.  An in house lab determines what specie of mosquitoes we are trying to control.  They use GPS mapping software to map potential mosquito sites within a controlled area.  They use trucks, ATV’S and back packs for ground fogging and are approved by the FFA for day or night low altitude aerial spraying.  The cost of a full program would be $4.00 per capita or $2400,00 for the year and for as many or as few times they are need to keep the city free from mosquitoes.

              Discussion showed they would both do a multi year contract.  Martin Pest Control charged per application and Mosquito Control of Iowa has a flat contract rate.

              Motion by Wagner second by Johnson to continue with Martin Pest Control having a three year contract for FY 2010-11-12 and get a copy of his proof of insurance and current license. Roll call:  Ayes: Wagner, Johnson, Larson-White.  Nays:  Tjaden, Rogenberg.  Motion carried.

              Motion by Melissa second by Larson-White to adjourn.  All ayes.  Motion carried.  7:09 p.m.
